A well-designed programming device provides an optimized programming environment and ensures the highest possible yield. However, there is a small percentage of devices that will fail during programming. This ratio varies between different semiconductor suppliers, and programming yields will range from 99.3% to 99.8%. Automated programming equipment is designed to identify these defects, so that failed components can be caught before PCB assembly, thereby minimizing defective products. After comparison, the failure rate of programming will generally be higher than that in the ATE programming environment.

For manufacturers, if they can find problems in advance, they can reduce costs in the long-term operation. Not only can programming devices have low PIC failure rates, they can also be designed to detect defectively programmed PIC devices. The PIC device that is the target in the real world is incorporated into the PCB design, designed to play another role (telephone, fax, scanner, etc.), as a specialized programming device can simply do these things without providing the same quality programming environment.
